HANDS seeks to:
Strengthen and improve the programs and activities carried out under Title V of the Social Security Act;
Improve coordination of services for at-risk communities; and,
Identify and provide comprehensive services to improve outcomes for families who reside in at-risk communities.
Kentucky has chosen to focus on expansion of HANDS in order to improve maternal and newborn health; prevent child injuries, child abuse, neglect, or maltreatment, and reduction of emergency department visits; improve school readiness and achievement; reduce crime or domestic violence; improve family economic self-sufficiency; and improve coordination and referrals for other community resources and supports.
This effort will concentrate on the use of media to raise the awareness and alert potential families to the benefits of home visitation and positive early childhood experiences. Educational and informing resources will be developed and distributed supporting the goals of the program including healthy pregnancies, optimal child growth and development, healthy safe homes and family self-sufficiency.

SteinGroup will provide branding, marketing and public relations leadership to assist in strategies necessary to increase the awareness and perceptions of the primary audience: 14-25 year-old pregnant women and families with newborns.
SteinGroup, LLC will develop specific marketing, messaging and branding plans, develop appropriate and accessible media products, and execute a statewide campaign with related products.
